A Hastings man has been sentenced to more than 14 years in prison for serious sexual and migrant exploitation offences uncovered through a joint investigation by Police and Immigration New Zealand (INZ).

Sentencing

Parminder Singh, 46, appeared at the Napier District Court on 11 November 2025. He received 14 years and 2 months’ imprisonment for rape and unlawful sexual connection. He also received two years for migrant exploitation and three years for stupefying, to be served concurrently.

Background

Singh was the director and shareholder of Work Force J & B Ltd, a labour hire company supplying workers to the horticultural sector in Hawke’s Bay, Gisborne, and Manawatū.

Operation Wentworth began when a victim reported migrant exploitation to INZ. Further enquiries led to a joint investigation with the Police, which uncovered offending against two employees.

Investigation

Investigators found Singh used his position to exploit vulnerable migrant workers. Police and INZ gathered statements and evidence that supported a strong prosecution.

Jason Perry, National Manager Immigration Investigations, said the outcome reflects the tireless work of investigators and the determination of both agencies to hold Singh to account. Police and INZ also acknowledged the courage of those who provided information.
