Introduction

The New Zealand Labour Party has announced the creation of the New Zealand Future Fund, describing it as the first step in a plan to strengthen the economy, support innovation, and create secure, well-paid jobs across the country.

Labour says the fund will invest directly in New Zealand’s infrastructure and businesses to help keep jobs and wealth in local hands.

A Vision for Growth

Labour Leader Chris Hipkins said the initiative aims to unlock the country’s potential after years of underinvestment. “New Zealanders are inventive and resourceful, but many great ideas have gone unsupported while profits have flowed offshore,” he said.

Hipkins contrasted Labour’s approach with that of the current government. “Christopher Luxon has no plan for our economy. He is relying on house prices, the Reserve Bank, and foreign investors. Labour’s plan is about backing New Zealanders and their potential.”

He said the Future Fund represents Labour’s long-term aspiration for New Zealand. “Aotearoa should be a place where our kids want to stay and build their lives. Every day, around 200 New Zealanders are leaving. That needs to change.”

Keeping Wealth in Kiwi Hands

The new fund will invest solely in projects that create jobs, lift productivity, and deliver public value. According to Labour, the goal is to build an economy “made by New Zealanders, for New Zealanders.”

Hipkins said the choice facing voters is clear. “New Zealand can either go backward with short-term thinking or move forward by backing innovation, skills, and homegrown industries.”

Barbara Edmonds on Economic Opportunity

Labour Finance and Economy spokesperson Barbara Edmonds said the Future Fund would help build the next generation of Kiwi industries. “The fund will invest in infrastructure and innovation to create secure, well-paid jobs and grow wealth in every region,” she said.

“For too long, great Kiwi ideas have struggled to get investment. That ends with the Future Fund. It will turn innovation into real businesses and real jobs here at home.”

Edmonds said Labour would work with business, iwi, unions, and communities to ensure that the benefits reach every part of the country.

How the Fund Will Work

According to Labour’s policy document, the New Zealand Future Fund will:
• Invest exclusively in New Zealand-based infrastructure and businesses that support jobs and public benefit.
• Receive initial capital from a small number of Crown assets and a government contribution.
• Reinvest all dividends to build long-term national wealth.
• Operate under independent governance by the Guardians of the New Zealand Super Fund.
• Keep state assets in public ownership and protect them from privatization.

The Minister of Finance will be the sole shareholder but will not influence individual investment decisions.

Labour’s Broader Goal

Labour says the Future Fund will form part of a wider plan to rebuild the economy through local investment and skills development. The party sees it as a practical response to the challenge of retaining talent and capital in New Zealand.

Hipkins summed it up by saying, “The Future Fund is how we back ourselves as a country so that jobs, opportunity, and wealth are made here and stay here.”
